It is rather ironic and a disgrace that although Lincolnshire County Council (LCC) have failed to address the contaminated sand issue at Huttoft Car Terrace they have found time in the last few days to erect yet another new sign. Without adequate signage a byelaw is nul and void. For reasons unknown all previous signs have quickly disappeared and I wouldn’t be surprised if this one suffers the same fate.
Although the sign is currently in place the byelaw is nul and void as:
- LCC failed to supply a true declaration to the Department for Communities and Local Government (DCLG) with regards the byelaw.
- The DCLG failed to fulfill their requirements with regards the byelaw.
- The legislation used regards the byelaw does not apply to car parks.
